An strong disagreement ... no screaming or anything... has broken out - the CA delegation is speaking out of turn... as far as I can tell, they have some issues with proxy votes.
The issue is: Do they have to list the name for whom they cast a proxy, or can they cast two votes in their own name? National rule is you have to list a proxy.
UPDATE: Clarification - CA will put the names of the proxies on the ballots. Ballots will cast proportionally.
